Woman Re-Files Recall Petition Against Mayor

County attorney has until May 4 to review the petition

A Libby woman has refiled her petition to recall Libby’s mayor a week after her initial effort was rejected by the county attorney.

Tammy Brown filed a revised petition to recall Mayor Doug Roll on April 27. In the new petition, Brown alleges that Roll violated his oath of office by unilaterally canceling meetings, illegally appointing a new city attorney and holding an illegal council meeting. Roll has previously denied the allegations.

Brown first filed a petition for recall in mid-April but it was rejected by the Lincoln County Attorney’s Office because it was not specific enough. The petition was returned to Brown for revision. Now that it has been resubmitted, the county attorney has until May 4 to review the petition.

If the petition for recall is approved, Brown and her supporters would have 90 days to gather signatures from 20 percent of Libby’s registered voters to force a recall election.

  If the recall effort were to move forward it would be the second recall effort to target a mayor in Lincoln County in four years. In 2012, a Troy city councilor filed a recall petition against the late Donald Banning, alleging the mayor had repeatedly abused his power by approving contracts and firing city employees without council consent. Banning filed a restraining order against the petition in district court but a judge ruled the recall election would go forward. In May 2012, Banning was recalled by a vote of 190 for removal and 123 against.
