BUILDING PERMITS ISSUED IN KALISPELL AND WHITEFISH IN MAY
IN POLITICS, THE SIMPLE OFTEN rules the complex. Such is the case for  sh and power costs in the Paci c Northwest. Recently, a federal judge in Portland ruled that a complex collabo- ration of federal agencies and ratepayer funded  sh mitigation policies were not doing enough to recover endangered salmon populations in the Columbia River system. To quote Judge Simon in his ruling: “The Federal Columbia River Power System remains a system that ‘cries out’ for a new approach and for new thinking if wild Paci c salmon and steelhead, which have been in these waters since well before the arrival of homo- sapiens, are to have any reason- able chance of surviving their encounter with modern man.”
Even after billions of ratepayer and taxpayer dollars spent on mitigating the impacts to salmon from dams, including millions of dollars alone spent on mul- tiple versions of a cross-agency federal biological opinion to guide recovery e orts for presentation in his court, the judge didn’t buy it. Fortunately, thanks to some of this money, there actually are solid salmon populations and solid power generation facilities, in the same river system. People like salmon and want to support salmon. No one gets all warm and fuzzy about a big concrete dam, because it’s complicated how the bene ts from the dam get to your house and your wallet. Salmon dying because the water is too warm is pretty easy to understand, even if the dams can help release cool water. Hence, the simple
rules. And the judge hangs his hat on climate change not being appropriately considered.
However, as anyone who follows the money realizes, the only reason that there is all this money to spend on  sh biologists, habitat easements,  sh lad- ders, hatcheries, and so on is because of the revenue generated by the tur- bines in the dams. That revenue has been going down because of surplus wind and solar generation for California and the  sh mitigation costs have been going up and up. Unfortunately, it is the complex, where some of the real value is; the capacity and regulation value of the dams to integrate renewable energy without creating additional carbon emissions. The Snake River dams espe- cially help provide the “battery of the northwest” to cover electricity needs when the sun goes down in California and the wind dies down in the Colum- bia Gorge.
That capacity value is hard to price and hard to communicate, but with- out it, you have to build more fossil fuel powered generation, which isn’t going to keep the water any cooler for salmon. Hopefully, in the court-ordered revised Environmental Impact Statement, the carbon-free generation and regu- lation from the dams will be properly accounted for or it will just be a contin- ued robbing of Peter to pay Paul, where Peter is the ratepayer and Paul is just trying to preserve his funding for a few more generations.
