Request for Proposal
The Confederated Salish & Kootenai Tribes are seeking proposals from qualified organizations or persons to provide services for the conduc- tion of PM10 monitoring. The proposal period will run from October 1, 2014 to September 30, 2015. Services and supplies will include but not be limited to:
Four quarterly audits conducted on the samplers and meteorological equipment during the monitoring period;
Four quarterly data and audit reports with required machine readable data submitted to Region VIII EPA within 45 days after the end of the calendar quarter. Complete specifications are contained in the Scope of Work for Techni- cal Assistance FY2015. Copies are available
at the Confederated Salish & Kootenai Tribes Air Quality Program office. Proposal should show breakdown of costs and total project costs. The Confederated Salish and Kootenai Tribes reserve the right to accept or reject any and all proposals and to waive any informality in the proposal received, consistent with
the Regulations, if it is in the best interest
of CSKT. The firm fixed price proposal must
be on an hourly basis and be inclusive of all overhead and profit. Requests for addendum must be received prior to approval. This is an Indian Preference Bid. Tribal contractors who wish to receive Indian Preference must obtain certification by the Indian Preference Office as a legitimate Indian-owned business prior to the submission of bids. Proof of Indian Preference Certification must be included with your bid in the form of a copy of the Certificate issued by the Indian Preference Office. Be advised that evidence of your membership or affiliation with a Tribe does not constitute Indian Preference Certification. You must be certified by the Indian Preference Office in order to claim preference. The selection of the successful contractor and award of this project will be per the provisions of the Confederated Salish and Kootenai Tribes Indian Preference Ordinance 101A. It is the sole responsibility of the bidder to obtain and provide proof of Indian Prefer- ence certification from the Indian Preference Office. The Proposals must be in written format and should be delivered no later than July 24th, 2014, 4:00 p.m. Mountain Standard Time.
