AN AMENDMENT TO THE CONSTITUTION PROPOSED BY THE LEGISLATURE
AN ACT SUBMITTING TO THE QUALIFIED ELECTORS OF MONTANA AN AMENDMENT TO ARTICLE IV, SECTION 8, ARTICLE VI, SECTIONS 1, 2, 3, 4, 6, AND 7, AND ARTICLE X, SECTION 4, OF THE MONTANA CONSTITUTION TO CHANGE THE NAME OF THE STATE AUDITOR TO THE COMMISSIONER OF SECURITIES AND INSURANCE.
The 2013 Legislature submitted this proposal for a vote. C-45 would amend Montana's Constitution to change the name of the office of state auditor to the commissioner of securities and insurance (CSI). The office's current duties of regulating the securities and insurance industries would not change.

AN ACT REFERRED BY THE LEGISLATURE
AN ACT PROTECTING THE INTEGRITY OF MONTANA ELECTIONS BY ENDING LATE VOTER REGISTRATION ON THE FRIDAY BEFORE ELECTION DAY AND ELIMINATING ELECTION DAY REGISTRATION; ENSURING COMPLIANCE WITH THE NATIONAL VOTER REGISTRATION ACT; PROVIDING THAT THE PROPOSED ACT BE SUBMITTED TO THE QUALIFIED ELECTORS OF MONTANA AT THE GENERAL ELECTION TO BE HELD IN NOVEMBER 2014; AMENDING SECTIONS 13-2-301, 13-2-304, 13-19-207, AND 61-5-107, MCA; AND PROVIDING AN EFFECTIVE DATE.
The 2013 Legislature submitted this proposal for a vote. LR-126 changes the deadline for late voter registration from the close of polls on election day to 5:00 p.m. on the Friday before the election. LR-126 also moves the deadline for changes to an elector's voter registration information from the close of polls on election day to 5:00 p.m. on the Friday before the election. The National Voter Registration Act referenced in the title of LR-126 does not require elimination of election-day registration, and does not require moving the deadline for changes to an elector's voter registration information.

FLATHEAD COUNTY REFERENDUM (VOTE IN ONE OVAL)
To organize a special district to provide funding for emergency dispatch and supporting communication services, equipment, and infrastructure for Flathead County and its municipalities. The maximum initial proposed assessments or fees that would be imposed are $25.00 per residential unit or $50.00 per commercial unit, up to a maximum of 30 commercial units. The proposed boundaries of the district include all, and are limited to, the boundaries of Flathead County. The Flathead County Board of Commissioners will be the administrator of this special district.
Shall the proposition to organize the Flathead Emergency Communications Special District be adopted?
Shall the City Council of the City of Kalispell, Montana, be authorized to levy the mills necessary to generate $736,000 annually, which in the current year of 2014 is 18.7 mills, for the purpose of funding its emergency medical services?
The impact of levying eighteen and seven tenths (18.7) additional mills in the current year on a home valued at $100,000 would be approximately $24.28 in additional property taxes; on a home valued at $200,000 the additional property taxes would be approximately $48.96.

KALISPELL ELEMENTARY LAND ACQUISITION

Shall the Kalispell Elementary District No. 5 be authorized to acquire approximately 25.41 acres located on Airport Road and described as Parcel B of Certificate of Survey #19227. Shall it then be authorized to exchange said Parcel B for 25.38 acres also located on Airport Road and described as Parcel A of Certificate of Survey #19227, as a school building site. The total cost of these transactions is not to exceed $420,000, from cash currently on deposit in the Elementary Miscellaneous Programs Fund and the Interlocal Agreement Fund.
