Steve Bullock rolled out his plan for the phased reopening of Montana on Wednesday, lifting the state’s stay-at-home order on Sunday and gradually opening businesses in the following days. He also turned one decision over to local school districts, allowing them to reopen their doors on May 7 if they so choose.
